They send false wire transfer authorization and or pay with Paypal then apply for a charge back, this people are thief's and scam artist.
Their names are
Cesar E. Sampayo, which owns Latin tree communications based in Bolivia, he has is clients pay directly thru Paypal. you render the services but them does nto pay what he owes, he buys a route form you at a rate then sales it under cost to his clients, causing a massive Fraud to all people involved.
Now he closed his business and wil try to open a new company to continue is fraudulent ways.
